At the start the invaded country reaches out to the strong imperial power believing that it, too, will reap the wonders of the Empire. Trouble starts when the poor population that is being exploited begins to realize it is never going to be seen as equals and enjoy the same privilege as the Empire. A desperate people will do desperate things.
